Step 1: Preheat the Oven

- Grease a 9×13-inch baking dish with cooking spray or butter.
Step 2: Cook the Ground Beef Mixture

Step 4: Assemble the Casserole
- Spread a thin layer of the meat mixture evenly across the bottom of the prepared baking dish.
- Layer half of the sliced potatoes over the meat mixture, slightly overlapping the slices.
- Pour half of the milk and cream mixture over the potatoes.
- Sprinkle 1 cup of shredded cheddar cheese over the layer.
- Repeat the layering process with the remaining meat mixture, potatoes, milk mixture, and another cup of cheddar cheese.
- Finish with a sprinkle of Parmesan cheese on top.
Step 5: Bake the Casserole
- Cover the baking dish with aluminum foil and bake in the preheated oven for 40 minutes.
- Remove the foil and bake for an additional 20-25 minutes, or until the potatoes are tender and the cheese is bubbly and golden brown.
- Let the casserole rest for 10 minutes before serving.
